"We've had disputes over the thermostat, over the TV channel," said center director Patty Voss, 12 years with the facility. "We've never had someone physically chain themselves to furniture to protect a program." Estes was briefly detained and released without charges after the chain was cut and the meeting was postponed to address the budget concerns directly, with the board agreeing to revisit the music program's funding at the next session.
