FLORIDA MAN ARRESTED AFTER INSTALLING A HOMEMADE SPEED BUMP ON A COUNTY ROAD PORT CHARLOTTE, FLORIDA — Ray Kowalski, 54, was arrested Monday after county workers discovered he'd hand-poured a full concrete speed bump directly onto a public road outside his home, painted stripes and all. He allegedly mixed and poured the concrete himself using a borrowed wheelbarrow Investigators say he painted reflective white stripes to match county standards Neighbors reportedly praised the bump for slowing speeding traffic County records show no permit was ever filed for the installation Kowalski told officers he'd "been asking the county for two years" first One neighbor said "it looked more professional than half the ones the county's actually installed." "I've cited illegal fences, illegal driveways, one guy who paved his own lane extension," said road inspector Phil Danvers. "Never a fully painted, code-compliant-looking speed bump poured without a single permit." The wheelbarrow, still crusted with dried concrete, reportedly declined to comment.
