Police say Walter Briggs, 68, had figured out how to get all of them. Using 14 email accounts and three tablets, Walter booked every prime court slot for weeks and then resold the reservations for $60 an hour. Players paid him in cash at the water fountain. Regulars called him "The Commissioner." He offered a "platinum package" that included shade, a cold towel and a guaranteed doubles partner. Parks staff got suspicious when the same man appeared to have reserved 212 courts in a single month. Walter was charged with fraud and banned from the facility. He says he was "providing a service."
